Well think about it

When you transform, how much of you changes? Like we've seen Chibiusa get a little older, your body becomes stronger, but in some sense you're also tagging out with your planetary self

Okay so I can answer this - the Sailor Corps has had tons of pregant Senshi at one time or another.

When the mother (or father, or agender carrier, depending on the species!) transforms, there's a kind of semi body-swap that happens. (Actually it happens all the time, but the baby bump vanishing is what let the scientists sniff out the subtle substitution)

The baby bump vanishes and the fetus is sort of protected. But it also becomes suffused with planet power in the process, with attendant DNA mutation effects. Meaning that it's much more likely they'll be able to become a senshi earlier or at least somehow weird the power of their planets.

If they're exposed enough they end up like me, someone who's just transformed all the time.
